Abstrak (Bhs. Indonesia)

Penelitian ini berjudul “Faktor-Faktor yang Mempengaruhi Impor Kapas di Indonesia”. Kapas merupakan bahan baku yang paling banyak digunakan dalam industri sandang. Rendahnya kemampuan dalam negeri untuk menyediakan bahan baku tekstil mengakibatkan industri tekstil dalam negeri bergantung terhadap serat kapas impor, karena bahan baku tekstil tersebut harus dibeli di luar negeri. Tujuan penelitian ini untuk menganalisis pengaruh produksi kapas lokal, konsumsi kapas penduduk, harga kapas dunia, kurs Rupiah terhadap Dollar AS, dan GDP terhadap impor kapas di Indonesia. Penelitian ini menggunakan analisis linear berganda model distributed lag dengan data time series periode 1980-2015.
Hasil penelitian menunjukkan bahwa variabel produksi kapas lokal, variabel harga kapas, dan variabel kurs Rupiah terhadap Dollar AS berpengaruh negatif dan tidak signifikan terhadap impor kapas di Indonesia selama periode 1980-2015. Sedangkan, variabel konsumsi kapas penduduk dan GDP berpengaruh positif dan signifikan terhadap impor kapas di Indonesia selama periode 1980-2015.
Tingginya elastisitas variabel konsumsi kapas penduduk mengindikasikan bahwa variabel konsumsi kapas memiliki pengaruh besar terhadap impor kapas di Indonesia. Pemerintah dapat menekan penggunaan kapas sebagai bahan baku tekstil dengan mensubtitusi kapas dengan serat sintetis seperti  polyester fiber, polyacrylic fiber, polyester filament, and nylon filament. Kemampuan suatu negara untuk mengimpor sangat tergantung pada pendapatan nasionalnya.Hal ini berarti bahwa semakin besar pendapatan nasional maka semakin besar pula kemampuan bangsa tersebut untuk dapat mengimpor suatu barang. Pemerintah dapat mulai mengubah untuk mengalokasikan dana yang digunakan untuk membiayayi impor dapat digunakan sebagai insentif seperti pemberian bibit unggul untuk meningkatkan produktivitas petani kapas. Sehingga, permintaan kapas dalam negeri dapat dipenuhi oleh produksi kapas lokal.Gudang kapas nasional harus dapat segera terealisasi.Hal ini merupkan upaya untuk membenahi distribusi kapas impor sebagai bagian perbaikan kapas nasional.

This research entitled "Factors Affecting Cotton Import in Indonesia". Cotton is the most widely used raw material in the clothing industry. The low capability to provide textile raw materials has resulted being dependent on imported cotton fiber, since the textile raw materials must be purchased abroad. The purpose of this research is to analyze the influence of local cotton production, domestic cotton consumption, world cotton price, Rupiah to US Dollar rate, and GDP toward cotton import in Indonesia. This study uses multiple linear analysis distributed lag model with time series data from 1980-2015 period.
The results showed that local cotton production variable, world cotton prices variable and Rupiah exchange to US Dollar rate have negative and insignificant effect on cotton import in Indonesia during 1980-2015 period. Meanwhile, the variable domestic cotton consumption and GDP has a positive and significant impact on the import of cotton in Indonesia during the period 1980-2015.
The high elasticity of domestic cotton consumption variables indicates that domestic cotton consumption variable has a major influence on cotton imports in Indonesia. The government can suppress the use of cotton as textile raw material by substituting cotton with synthetic fibers such as polyester fiber, polyacrylic fiber, polyester filament, and nylon filament. The ability of a country to import depends heavily on its national income. This means that the greater the national income the greater the ability of the nation to be able to import a good. The government may initiate a change to allocate funds used to finance imports can be used as an incentive such as distribution of prime seeds to increase productivity of cotton farmers. Thus, the demand for domestic cotton can be met by local cotton production. . The national cotton warehouse have to be realized soon. This is an effort to fix the distribution of imported cotton as part of the national cotton procurement.
