Penelitian ini bertujuan untuk mengetahui dan menganalisis faktor-faktor penyebab sehingga terjadi pungutan liar di Kabupaten Banyumas yang berada diwilayah hukum Polres Banyumas serta untuk mengetahui dan menganalisis upaya-upaya yang dilakukan oleh Aparat Hukum, khususnya Polres Banyumas dan masyarakat guna memberantas pungutan liar dan penerapan sanksi bagi pelaku tindakan pungutan liar di wilayah hukum polres banyumas berdasarkan Perpres No. 87 Tahun 2016 Tentang Satuan Tugas Sapu Bersih Pungutan Liar.
Peneliti melakukan penelitian di Polres Banyumas .Hasil penelitian yang dicapai menunjukkan bahwa faktor terjadinya pungutan liar yang dilakukan oleh penyelenggara penyelenggara pelayanan publik yang berada di wilayah hukum polres banyumas ialah bergesernya moral tenaga pelayan publik menjadi pribadi materialis, kesempatan yang diberikan oleh masyarakat maupun instansi terkait untuk melakukan pungutan liar, mekanisme penghukuman bagi pelaku tergolong ringan dan hanya memiliki efek jera yang bersifat sementara. Metode Pre-emptif merupakan usaha atau upaya-upaya pencegahan kejahatan sejak awal atau sejak dini, yang mana tindakan itu lebih bersifat psikis atau moril untuk mengajak atau menghimbau kepada pelayan publik agar dapat mentaati setiap norma-norma yang berlaku. Metode preventif merupakan upaya yang dilakukan dengan tujuan untuk mencegah timbulnya kejahatan dengan tindakan pengendalian dan pengawasan, atau menciptakan suasana yang kondusif guna mengurangi dan selanjutnya menekan agar kejahatan itu tidak berkembang ditengah masyarakat.

This research aims to find out and analyse the factors which cause the charges to the wild in the Regency of Banyumas who are legal relic in Banyumas Police Department as well as to know and analyze the efforts carried out by the legal Authorities, particularly the Banyumas Police Department and the community in order to eradicate wild charges and applying sanctions for the perpetrators of actions in jurisdictions levy Banyumas Police Department based on Regulation Number 87 year 2016 regarding Clean Sweep of Wild Charges. Researchers conducting research in Banyumas Police Department. Research results achieved indicates that the factor of occurrence of wild charges conducted by the organizer of the public services which are in the area of legal transition of Banyumas Police Department is moral power public servants become materialist, the opportunity given by the community as well as relevant agencies to conduct a plebiscite in the wild, the mechanism of punishment for the perpetrator belongs to light and only have a deterrent effect is temporary. Method of Preemptive is the effort or crime prevention efforts since the beginning or early on, which is where the action was more moral or psychic to invite or appealed to public servants in order to obey any applicable norms. Preventive methods is the efforts made with a view to prevent crime control measures and surveillance, or creating a conducive atmosphere in order to reduce and subsequently punched so that crimes were not growing in the middle of the community.
