Penelitian yang berjudul “Efektivitas Pembinaan umkm Untuk Meningkatkan Daya Saing” bertujuan mengetahui ada atau tidaknya perbedaan daya saing UMKM gula kelapa di Kecamatan Cilongok Kabupaten Banyumas sebelum dan sesudah pembinaan yang dilakukan oleh Dinas Perindustrian Perdagangan dan Koperasi (Disperindagkop) Kabupaten Banyumas. Kajian yang digunakan lebih mengarah pada efektivitas organisasi yaitu terkait pembinaan yang dilakukan pada UMKM gula kelapa. Penelitian ini dilakukan di Kecamatan Cilongok Kabupaten Banyumas yang selama ini dikenal sebagai sentra gula kelapa, dengan sampel 33 pelaku usaha gula kelapa. Analisis data yang digunakan dalam penelitian ini adalah uji beda. Hasil penelitian diketahui bahwa kondisi usaha gula kelapa di Kecamatan Cilongok sebelum dan sesudah dilakukan pembinaan oleh Disperindagkop Kabupaten Banyumas memperlihatkan hasil yang lebih baik pada aspek pemanfaatan bahan alami, kebersihan pengolahan gula kelapa, desain pembungkus, harga jual yang terjangkau, kemitraan dan promosi. Sedangkan untuk aspek pemanfaatan teknologi, kesesuaian harga dengan kualitas tidak terllau beda antara sebelum dansesudah pembinaan. Adanya perbedaan sebelum dan sesudah pembinaan pada keenam aspek di atas diperkuat dengan hasil statistik yaitu berdasarkan hasil uji beda (uji t) diketahui terdapat perbedaan kondisi pelaku usaha gula kelapa sebelum dan sesudah dilakukan pembinaan oleh Disperindagkop. Dengan kata lain pembinaan UMKM gula kelapa di Kecamatan Cilonggk Kabupaten Banyumas yang dilakukan oleh Dinas Perindustrian Perdagangan dan Koperasi (Disperindagkop) sudah efektif.

Banyumas has potential and has a great opportunity for small and medium industries berkembangnnya especially coconut sugar which currently dominate the SME sector. This is of course a challenge for Disperindagkop to more intensive coaching or pendampaingan to farmers coconut sugar so perceived benefits Under such condition, the study entitled "Efektvitas fostering SMEs palm sugar in District Cilongok" aims to analyze the effectiveness of coaching SMEs coconut sugar in the District Cilongok Banyuma District syang conducted by the Department of Industry, Commerce and Cooperatives (Disperindagkop) Banyumas.
This research was conducted in the District Cilongok Banyumas regency, which is known as the center of palm sugar, with a sample of 100 businesses coconut sugar. Analysis of the data used in this study is a different test.
The survey results revealed that business conditions in the District Cilongok coconut sugar before and after coaching by Disperindagkop Banyumas showed better results in the aspect of the utilization of natural materials, hygiene palm sugar processing, packaging design, affordable price, partnerships and promotions. As for the aspects of the use of technology, price and quality conformance terllau no difference between before dansesudah coaching. Their difference before and after coaching in the sixth aspect of the above statistics are reinforced by the results based on the results of different test (t test) finds that there are differences in the condition of businesses coconut sugar before and seduah be developed by Disperindagkop. In other words, the development of SMEs in the district of palm sugar Cilonggk Banyumas conducted by the Department of Industry, Commerce and Cooperatives (Disperindagkop) have been effective.
The work done by Disperindagkop Banyumas in helping businesses coconut sugar far has been effective. However, this needs to be improved and strengthened through the provision of capital and support infrastructure software production of coconut sugar, coconut sugar so that businesses mamu improve the quality and quantity of products. Another step that dpaat do that is through the promotion of continually making coconut sugar products District of Cilongok may develop as a result of effective promotion.
