ANALISIS KARAKTERISTIK PARKIR DI KAWASAN KAMPUS (STUDI KASUS KAMPUS FAKULTAS TEKNIK UNSOED, BLATER PURBALINGGA)

Parkir yang ada di Kampus Teknik Universitas Jenderal Soedirman belum tertata dengan baik. Hal ini dapat terlihat dengan adanya ketidakteraturan parkir kendaraan sepeda motor dan mobil penumpang. Tujuan penelitian ini adalah mengetahui karakteristik parkir, kebutuhan parkir dan melakukan prediksi permintaan kebutuhan area parkir. Penelitian menggunakan survei lapangan yang dilakukan pada Kamis, 10 Maret 2016 dari pukul 06:45 sampai pukul 17:00. Pengolahan data menggunakan metode analisis statistik untuk mengetahui karakteristik parkir. Hasil analisis karakteristik parkir pada Kampus Teknik Unsoed menunjukan bahwa akumulasi parkir sepeda motor pada jam puncak sebesar 373 kendaraan, volume parkir sebesar 1152 kendaraan, rerata durasi parkir sebesar 117,5 menit. Berdasarkan SRP di lapangan turn over parkir sebesar 1,55, indeks parkir sebesar 86,54% dan kapasitas parkir sebesar 431 petak. Berdasarkan standar SRP Dirjen Perhubungan Darat 1998 turn over parkir sebesar 1,13, tingkat pergantian 62,79%, dan kapasitas parkir 594 petak. Karakteristik parkir mobil penumpang menunjukan akumulasi parkir pada jam puncak sebesar 41 kendaraan, volume parkir sebesar 84 kendaraan dan rerata durasi parkir sebesar 142,75 menit. Berdasarkan SRP di lapangan turn over parkir sebesar 1,66, indeks parkir sebesar 128,13% dan kapasitas parkir sebesar 32 petak. Berdasarkan standar SRP Dirjen Perhubungan Darat 1998 turn over parkir sebesar 1,39, tingkat pergantian 107,89 dan kapasitas parkir 38 petak. Pada tahun 2016, petak parkir sepeda motor masih memenuhi, sedangkan untuk mobil penumpang tidak mencukupi. Kebutuhan parkir mobil penumpang kurang 3 petak untuk SRP Dirjen Perhubungan Darat dan kurang 9 petak untuk SRP di Lapangan. Diusulkan dibangun petak parkir dengan luasan total 818 m2 yang mampu menampung 34 kendaraan berdasarkan SRP Dirjen Perhubungan Darat dan 28 kendaraan berdasarkan SRP di Lapangan. Petak parkir diusulkan dibangun di sisi selatan gedung C. Estimasi kebutuhan petak parkir pada tahun 2021 adalah 740 petak sepeda motor mahasiswa, 141 petak mobil penumpang mahasiswa dan 100 petak mobil penumpang untuk dosen dan karyawan. Diusulkan dibangun petak parkir sepeda motor dengan luasan total 752,88 m2 yang mampu menampung 348 petak berdasarkan SRP Dirjen Perhubungan Darat dan 255 petak berdasarkan SRP di Lapangan. Untuk mobil penumpang diusulkan dibangun petak parkir dengan luasan total 6402 m2 yang mampu menampung 264 petak berdasarkan SRP Dirjen Perhubungan Darat dan 220 petak berdasarkan SRP di Lapangan. Petak parkir sepeda motor diusulkan dibangun di sisi utara gedung C sedangkan untuk mobil penumpang di sisi barat dan timur gedung E.

The parking at Engineering Faculty of Jenderal Soedirman University is in fact haphazardly arranged. A lot of motorcycles and cars are just parked here and there disregarding the sense of neatness. This research aims to determine the parking characteristics and needs, and anticipate the demand of the need of parking spaces at Engineering Faculty of Jenderal Soedirman University. A field survey was conducted on Thursday, 10thMarch 2016 from 06:45 to 17:00 for that purposes. To determine the parking characteristics, the data was analyzed by using statistical analysis. The result shows that motorcycle parking accumulation at peak hours are 373 units, the parking volume is 1152 units, and the average parking duration is 117.5 minutes. Based on the field SRP(satuan ruang parkir), the parking turn over is 1.55, the parking index is 86.54% and the parking capacity is 431. Based on the standard of SRP of the Directorate General Land Transportation 1998, the parking turn over is 1.13, the parking index is 62.79%, and the parking capacity is 594. Meanwhile, the car parking accumulation at peak hours are 41 units, the parking volume is 84 units, and the average parking duration is 142.75 minutes. Based on the field SRP, the parking turn over is 1.66, the parking index is 128.13% and the parking capacity is 32. Based on the standard of SRP of Directorate General Land Transportation 1998, the parking turn over is 1.39, the parking index is 107.89%, and the parking capacity is 38. In 2016, the parking space for motorcycles was sufficient but not for cars. 3 more parking spaces are still in demand based on the Direcorate General Land Transportation and 9 more based on the on the field SRP. An idea to build more parking spaces in the southern area of C Building with a total area of 818 m2 able to accommodate 34 vehicles based on the parking space of the Directorate General Land Transportation and 28 vehicles based on on the on the field SRP is proposed. The estimation of the need of the parking spaces in 2021 is 740 parking spaces for the students motorcycles, 141 for the students cars, and 100 for the lecturers and the employees cars. An idea to build motorcycle parking spaces with a total area of 752.88 m2 able to accomodate 348 vehicles based on the parking space of Directorate General Land Transportation and 255 vehicles based on the on the field SRP and car parking spaces with a total area of 6402 m2 able to accomodate 264 vehicles based on the parking space of the Directorate General Land Transportation and 220 vehicles based on the on the field SRP is proposed. As for the locations, the parking spaces for motorcycles are to be built in the northern area of C Building while the ones for cars are to be there in the western and the eastern areas of E Building.
