Collaborative governance saat ini banyak digunakan dalam menyelesaikan permasalahan publik atau mengelola suatu program, salah satunya digunakan dalam upaya peningkatan daya saing produk unggulan gula kelapa di Kecamatan Cilongok Kabupaten Banyumas melalui program OVOP, dimana pemerintah berkolaborasi dengan pihak kepentingan lainnya seperti swasta atau pelaku usaha, lembaga swadaya masyarakat, dan masyarakat agar daya saing produk gula kelapa dapat meningkat. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan proses collaborative governance program OVOP dalam peningkatan daya saing produk unggulan gula kelapa di Kecamatan Cilongok Kabupaten Banymuas. Metode penelitian yang digunakan yaitu penelitian kualitatif deskriptif. Lokasi penelitian di Kecamatan Cilongok, sasaran dalam penelitian ini antara lain yaitu unsur pemerintah yaitu, Dinas Perindustrian Perdagangan dan Koperasi Kabupaten Banyumas, Badan Perencanaan dan Pembangunan Daerah Banyumas, unsur swasta meliputi Koperasi Nira Satria, UD nira Barokah, dan CV P3R, unsur masyarakat meliputi kelompok penderes nira barokah, dan kelompok penderes gunung lurah, serta LSM LPPSLH. Pemilihan informan dilakukan dengan menggunakan purposive sampling. Metode analisis yang digunakan adalah interaktif. Keabsahan data diuji dengan triangulasi sumber. Hasil penelitian menunjukkan bahwa proses collaborative governance mampu mendorong peningkatan daya saing melalui munculnya inovasi produk gula kelapa kristal, namun tidak menyeluruh hal tersebut dikarenakan forum koordinasi yang tidak dimanfaatkan dengan baik mengakibatkan adanya kendala dalam proses komunikasi antar stakeholder, dimana forum deliberative jarang terjadi, hal tersebut menyebabkan kurangnya kepercayaan, komitmen atas proses, pemahaman bersama yang kurang antar stakeholder.

Collaborative governance the widely used in overcoming public or manage a program, one of them is used in improving the competitivenss of top products coconut sugar in district Cilongok regency of Banyumas through One Vilage One Product program, where the government collaborated with the interests group such as private, non-governmental organizations, and the community to competitiveness coconut suger product can increase. This research aims to know and describe the process of collaborative governance programs One Village One Product in the improvement of the competitiveness of coconut sugar products in district of Banyumas Regency Cilongok. The research method used is qualitative descriptive study. Research locations in district of Cilongok. which the target are, element of governance include Department of Industry Trade and cooperatives, Banyumas Regency regional development planning Board Regency of Banyumas, from private parties include CV P3R, cooperative Nira Nira Barokah, and UD Satria, the community include group of penderes Gununglurah and Group of Penderes Nira Barokah, as well as non-governmental organization LPPSLH. The selection of informants is done using purposive sampling technique. The collection of data using interviews, observation, and documentation. Methods of analysis used are interactive. The validity of the data is tested with the triangulation of sources.  The results of research showed that the process of collaborative governance could encourage increased competitiveness through the emergence of product innovation coconut sugar crystalline, but coordination forum not used and resulting in the obstacles of the process communication between stakeholders, where forum deliberative rare. This cause trust building, comittment to process, shared understanding with less between stakeholder.
