Berbagai isu terkait penyelenggaraan Jaminan Kesehatan Nasional (JKN) telah banyak terjadi salah satunya BPJS Kesehatan mengalami kondisi adverse selection. Hal ini dapat diasumsikan bahwa peserta BPJS kesehatan mendaftar menjadi peserta BPJS karena memang sudah akan memanfaatkan pelayanan kesehatan terutama pelayanan rawat inap, kemudian setelah tidak memanfaatkan mereka tidak membayar iuran sehingga tingginya angka keterlambatan pembayaran iuran. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi peserta PBPU yang mengalami keterlambatan pembayaran iuran terhadap pemanfaatan rawat inap. Penelitian ini merupakan penelitian kuantitatif dengan pendekatan cross sectional.Sampelnya sebanyak 197 keluarga peserta PBPU BPJS Kesehatan. Pengambilan data diambil dari data sekunder. Berdasarkan analisis multivariat dari delapan variabel indepeden terdapat tiga variabel yang berpengaruh pada pemanfaatan pelayanan rawat inap dengan tingkat signifikasi 1%, 5%, 10% yaitu variabel status kesehatan, umur, dan lokasi tempat tinggal. Diperoleh variabel status kesehatan dengan nilai p = 0,000, variabel umur memiliki nilai p = 0,072, dan variabel lokasi tempat tinggal memiliki nilai p = 0,056. Terdapat pengaruh yang signifikan antara status kesehatan, umur, lokasi tempat tinggal terhadap pemanfaatan rawat inap. Tidak terdapat pengaruh yang signifikan antara jenis kelamin, jumlah anggota keluarga, pekerjaan, tingkat pendidikan, status ekonomi dengan pemanfaatan pelayanan rawat inap.

The various issues related to the implementation of the National Health Insurance ( NHI ) have a lot of happening one BPJS Health conditions adverse selection. It can be assumed that BPJS Health participants registered to be BPJS participants because it will take the advantage of the health service especially the hospitalizations services, then after they did not take the advantage of the health service, they did not pay tuition so it will make high rate delays in the payment dues. This study aims to find out the factors that the influence of PBPU participants of doing the delays in the payment dues on the utilization of the hospitalizations. This study is the quantitative research with cross sectional approach. Sample as much as 197 family PBPU participants BPJS Health.The data taken from the data secondary. Based on multivariate analysis of eight variables independent, there were three variables that influential on the utilization of the hospitalizations services with the level of signification 1 %, 5 %, 10 % of the variable of health status, age, and location of residence. The data obtained from the health status variable with the value of p = 0,000, age variable has value p = 0,072, and location of residence variable has value p = 0,056. There is a significant influence between the status of health, life, location of residence toward the utilization of the hospitalizations. There is no significant influence between gender, the number of family members, work, level of education, economy status with the utilization of the hospitalizations services.
