Program Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan awalnya terbentuk karena kinerja pelayanan kesehatan yang kurang memuaskan, mutu sarana yang rendah, mahalnya biaya, dan tidak meratanya pelayanan kesehatan di Indonesia. Buruknya pelayanan diatas sangat mempengaruhi kualitas kesehatan masyarakat. Tujuan penelitian ini adalah menganalisis karakteristik kelompok sasaran dalam Implementasi Program BPJS Kesehatan dalam pelayanan persalinan di Puskesmas I Baturaden. Lokasi dari penelitian ini bertempat di wilayah Baturaden tepatnya di Puskesmas I Baturaden. Metode penelitian yang digunakan dalam penelitian ini adalah metode Kualitatif dengan analisis deskriptif. Hasil penelitian menunjukkan program BPJS Kesehatan di wilayah Puskesmas I Baturaden mempunyai tujuan yang sama yaitu terwujudnya Indonesia Sehat. Walaupun demikian, prinsip pelayanan BPJS yang melayani secara adil membuat perbedaan karakteristik pengguna pelayanan persalinan tidak berpengaruh pada pelayanan yang diberikan oleh pegawai Puskesmas I Baturaden. Untuk memberikan pelayanan BPJS Kesehatan yang maksimal, Puskesmas I Baturaden sudah menyiapkan tenaga khusus yang menangani informasi serta klaim BPJS Kesehatan. Dengan demikian masyarakat secara mudah dapat melakukan komunikasi terkait dengan hal-hal teknis BPJS, mulai dari persyaratan sampai dengan klaim. Persyaratan administrasi pendaftaran menjadi kendala bagi kelompok sasaran, dilihat dari ketidakmampuan masyarakat dalam membayar premi bagi seluruh anggota keluarga. Oleh karena itu diperlukan adanya kemudahan persyaratan dalam pendaftaran keanggotaan BPJS, sehingga masyarakat yang menjadi kelompok sasaran dapat mendaftarkan seluruh anggota keluarganya.

The program Social Security Agency (BPJS) Healthis the start of the health service has been unsatisfactory, the low quality of health facilities, high cost of health care and the unequal distribution of health services. Bad service above greatly affectthe quality of health in Indonesia. The purpose of this studywas to analyze the characteristics of the target group in Program Implementation BPJS in service delivery in the health center Baturaden. The location of this research took place in the region precisely at Puskesmas I Baturaden. The research results revealed that the program BPJS in at community health centers I Baturraden have the same goal, namely the realization of Healthy Indonesia. That's why BPJS services including service delivery is done effectively. Postpartum mothers who utilize the health BPJS for service delivery more came from the lower middle-class mothers and also has a secondary education down anyway. However principle BPJS services that serve equitably, to make a difference utilizing the characteristics of the service delivery not effect on the services provided by employees of the at community health centers I Baturraden. To provide maximum service BPJS Health, at community health centers I Baturraden has prepared a special power that menagani BPJS information and health claims. Thus the people are easy to conduct communication relating to technical matters BPJS, ranging from requirements to claim. The obstacle to the target groups is the Terms of registration, it is concluded from the inability of people to pay premiums for the whole family. Therefore, it is necessary to ease the requirements in BPJS membership registration, so that people who become the target group can register the entire family.
