Penelitian ini di lakukan dengan tujuan; 1) mengetahui dan menjelaskan apa saja kepentingan aktor yang terlibat dalam pengelolaan dana retribusi parkir ditepi jalan umum di purwokerto serta menjelaskan siapa saja aktor yang paling dominan pada pengelolaan dana retribusi parkir tersebut; 2) mengetahui dan menjelaskan apa saja dampak dari adanya jaringan bosisme lokal yang menguasai parkir ditepi jalan umum di Purwokerto terhadap besarnya hasil dari retribusi parkir yang dapat menunjang besarnya Pendapatan Asli Daerah di Kabupaten Banyumas. Metode yang digunakan dalam penelitian ini dalah metode penelitian kualitatif dengan pendekatan studi kasus dalam perspektif pascastrukturalisme.  Hasil dari penelitian ini menunjukan bahwa jaringan Bossisme  yang terjalin dari aktor-aktor yang terlibat dalam pengelolaan dana retribusi parkir di tepi jalan umum di Purwokerto benar terjadi dan berhasil membuat PAD Kabupaten Banyumas, khususnya dari dana retribusi parkir di tepi jalan umum mengalami peningkatan dari tahun ke tahun. Jaringan Bossisme terbentuk dari relasi antara Dinhubkominfo, Koordinator parkir, Petugas parkir di lapangan serta petugas keamanan khusus yang dimiliki oleh setiap zona (dapat berupa militer, polisi atau jaringan preman). Jaringan Bossisme  telah menciptakan kontrol sosial, ekonomi dan politik terhadap pengelolaan dana retribusi parkir di tepi jalan umum. Jaringan ini, khususnya yang bergerak di lapangan seperti koordinator parkir, dapat mengendalikan petugas parkir di lapangan yang notabene “liar” dengan cara mereka masing-masing, sehingga mereka patuh dan taat memberikan setoran sesuai target setiap harinya.

The purposes of the research that was conducted are; 1) to identify and explain the interests of the actors who are involved in the management of parking retribution fees on the public roads in Purwokerto and also to explain who is the most dominant actor in it; 2) to identify and explain the impact of the local bossism network which controls the parking on the public roads in Purwokerto towards the amount of proceeds from the parking retribution that can support the amount of local revenue in Banyumas Regency. The method in this study is the qualitative research method with an approach of case study in the perspective of post structuralism. The results from this study showed that the bossism network of the actors who are involved in the management of parking retribution fees on the public roads in Purwokerto is really happening and managed to make to the local revenue in Banyumas Regency, particularly from the parking retribution fees on the public roads has increased from year to year. The Bossism network is formed by the relation between Dishubkominfo (Government’s Agency of Transportation, Communication, and Informatics), parking coordinator, parking attendant in the field as well as the special security officer which is possessed by each zone (can be either a military, police or thugs network). Bossism network has created a social, economic and political control in the management of parking retribution fees on the public roads. These networks, especially for those who are engaged in the field such as the parking coordinators, can control the parking attendant in the field with their way that is actually “harsh”, so that the parking attendant will be submissive and obedient to provide the coordinator’s targeted deposit every day.
