Optimalisasi Retribusi Parkir Tepi Jalan Umum dalam Rangka Peningkatan Pendapatan Asli Daerah Bidang Retribusi Jasa Umum di Kabupaten Banyumas

Parkir tepi jalan umum dapat dioptimalkan melalui pengelolaan yang efektif. Dengan adanya zona yang cukup banyak sebenarnya dapat dikembangkan membuat retribusi parkir tepi jalan umum sangat dimungkinkan untuk menjadi penopang salah satu komponen PAD di masa mendatang. Tujuan penelitian ini adalah untuk mengetahui upaya Pemerintah Kabupaten Banyumas dalam memproyeksikan penerimaan retribusi parkir tepi jalan umum. Sasaran penelitian terdiri dari pegawai UPT Perparkiran Dinas Perhubungan Komunikasi dan Informasi Kabupaten Banyumas, dan SKPD terkait lainnya, serta masyarakat yang merasakan layanan parkir tepi jalan umum. Metode analisis yang digunakan adalah analisis interaktif. Berdasarkan hasil penelitian diketahui bahwa pelayanan parkir tepi jalan umum selama ini mengalami banyak masalah, mengingat banyak diantara petugas parkir yang masih memanfaatkan trotoar sebagai area parkir. Secara teknis pengelolaan retribusi parkir tepi jalan umum menjadi tanggung jawab UPT Parkir Dinas Perhubungan Komunikasi dan Informasi (Dishubkominfo) Kabupaten Banyumas. Secara teknis UPT Parkir dibantu oleh koordinator parkir pada tiap zona yang sudah ditetapkan dalam aturan, dan tiap koordinator zona bertanggung jawab mengelola parkir dan pendapatannya sesuai wilayah kerjanya, dan tentu saja dibantu oleh juru parkir tiap lokasi parkir. Pendataan dan penyetoran penerimaan retribusi parkir berkala secara hirarki, yaitu juru parkir, koordinator zona, UPT parkir dan sampai dengan disetor ke kas daerah melalui DPPKAD. Ketatalaksanaan parkir difasilitasi oleh beberapa pihak, dan lebih banyak yang berperan yaitu juru parkir sebagai petugas teknis pada tiap titik parkir. Juru parkir melakukan pemungutan, penyetoran serta melakukan penataan parkir sesuai dengan ketentuan, sehingga membantu terwujudnya parkir yang tertib dan aman. Namun demikian tetap ditemukan adanya juru parkir yang tidak memberikan bukti penarikan retribusi kepada subyek retribusi/masyarakat, sehingga membuat masyarakat menilai terjadinya kebocoran penerimaan parkir.

The based on the survey results revealed that the public roadside parking services for a lot of problems, since many of the parking attendant who still use the pavement as a parking area. However, for the parking service to the community is good enough because many of the parking attendants who assist users when the service will enter and exit the parking area. Parking fees that had been drawn by a parking attendant for a normal day is generally good, but to certain times such as holidays or when there is a parking area near a particular event then unilaterally increased parking fees by parking attendants. Technically management of public roadside parking fees are the responsibility of UPT Parking Department of Communication and Information (Dishubkominfo) Banyumas. Parking UPT technically assisted by the parking coordinator in each zone defined in the rules, and each coordinator is responsible for managing the parking zone and the earnings corresponding working areas, and of course assisted by parking attendants each parking location. Data collection and depositing receipts parking fees periodically hierarchically, the parking attendants, zone coordinator, UPT parking and up to the cash deposited into the area through DPPKAD. Parking management is facilitated by some parties, and more that play a role that parking attendants as a technical officer at each parking spot. Parking attendants do the collection, deposit and parking make arrangement in accordance with the provisions, thus helping to realize an orderly and safe parking. Nevertheless, you still found the parking attendants who do not provide proof of withdrawal of levy to levy subject / society, thus making the people judge the leakage of parking receipts. Efforts to optimize revenues parking fees have not been supported by reliable personnel, in the sense that they found the illegal parking attendants, parking attendants who do not obey parking rules like do not provide evidence of the levy and also the placement of vehicles that do not fit the parking allotment.
