Artikel hasil penelitian ini bertujuan untuk mengetahui dan mendeskripsikan upaya penanggulangan epidemi HIV-AIDS di Kota Surakarta yang selama ini telah dilakukan serta mendeskripsikan proses model penanggulangan epidemi HIV-AIDS untuk mitigasi bencana sosial di Kota Surakarta. Dengan menggunakan metode kualitatif dan pendekatan studi kasus dalam bingkai perspektif strukturalis dan paradigma konstruktivis, hasil penelitian tersebut mengungkapkan bahwa komitmen Pemerintah Daerah Kota Surakarta dalam penanggulangan epidemi HIV-AIDS masih lemah. Hal ini dapat dilihat dari, temuan kasus pertama kali di Kota Surakarta yang didorong oleh adanya pengaruh dukungan anggaran dari lembaga donor untuk penanggulangan HIV-AIDS serta belum terwujudnya suatu kebijakan untuk mengatasi masalah HIV-AIDS di Kota Surakarta. Kondisi tersebut dapat menjadi sebuah ancaman bencana sosial di kemudian hari. Berdasarkan pelaksanaan penanggulangan epidemi HIV-AIDS yang dilaksanakan di Kota Surakarta tersebut, maka dapat disusun sebuah model penanggulangan epidemi HIV-AIDS yang dapat dilaksanakan sebagai langkah mitigasi bencana sosial di Kota Surakarta. Oleh karena itu, rekomendasi yang diberikan adalah melaksanakan seluruh langkah-langkah strategis yang telah diberikan, sehingga pembuatan model ini dapat dicapai untuk lebih memaksimalkan upaya penanggulangan HIV-AIDS dari upaya yang selama ini telah dilakukan.

This research-based paper aims at 1) To understand and describe models of prevention through HIV-AIDS epidemic for social disaster mitigation in Surakarta; 2) To identify and explain about HIV-AIDS epidemic that has the potential to cause social disaster in Surakarta; 3) To identify and describe efforts to control of HIV-AIDS epidemic in Surakarta during this time; 4) To understand and explain the contextual factors that support and hamper response to the epidemic of HIV-AIDS in Surakarta.  By using qualitative methods and case study approach in the frame of the structuralist perspective and the constructivist paradigm, the results of the study revealed that the Surakarta City Government's commitment in the response to of HIV-AIDS epidemic is still weak.  It can be seen from, the findings of the first case in Surakarta driven by the effects of budget support from donors for HIV-AIDS, and yet the realization of a policy to address the problem of HIV-AIDS in Surakarta. The condition can be a social disaster threat in the future. Based on the implementation of the HIV-AIDS prevention held in Surakarta, it can be prepared a model of policy implementation system response to the epidemic of HIV-AIDS that can be implemented as a social disaster mitigation measures in Surakarta.  Model of policy implementation system mitigation to the epidemic of HIV-AIDS is composed of three parts, the actors involved in the implementation of HIV-AIDS epidemic prevention, the role and influence of the actors in the implementation of the policy response to the epidemic of HIV-AIDS as a social disaster mitigation measures in Surakarta.
