Lahan kering merupakan jenis lahan yang banyak dijumpai di Provinsi Jawa Tengah. Salah satu daerah yang memiliki areal lahan kering cukup luas adalah Desa Penakir Kecamatan Pulosari Kabupaten Pemalang. Sayangnya, keberadaan lahan kering tersebut belum dimanfaatkan dengan optimal oleh petani. Upaya yang dapat dilakukan untuk mengoptimalkan lahan kering yaitu dengan usahatani lada perdu. Penelitian ini bertujuan untuk: 1) menganalisis tingkat keberdayaan petani lahan kering untuk berusahatani lada perdu dalam aspek ekonomi, aspek sosial, dan aspek teknis berusahatani, 2) menganalisis komponen pembentuk keberdayaan petani lahan kering untuk untuk berusahatani lada perdu, 3) mengetahui pengaruh aspek internal petani lahan kering terhadap tingkat keberdayaannya untuk berusahatani lada perdu. Metode penelitian menggunakan metode survei dengan penentuan kelompok tani dilakukan secara purposive yaitu kelompok tani Loh Jinawi dan kelompok tani Trubus. Dari 2 kelompok tani tersebut didapat 44 responden dengan metode pengambilan sampel yaitu simple random sampling. Pengambilan data dilakukan dengan cara observasi langsung, kuesioner, dan wawancara. Data dianalisis menggunakan analisis Likert Summated Ratings, analisis deskriptif, dan analisis regresi linear berganda. Hasil penelitian menunjukkan bahwa: 1) tingkat keberdayaan petani untuk berusahatani lada perdu dalam kategori sedang, 2) komponen pembentuk keberdayaan petani antara lain keberdayaan aspek ekonomi dalam kategori sedang, keberdayaan aspek sosial dalam kategori sedang, dan keberdayaan aspek teknis berusahatani dalam kategori sedang, 3) secara keseluruhan aspek internal petani (usia, pendidikan, luas lahan, dan pendapatan) memiliki pengaruh terhadap tingkat keberdayaan petani; secara parsial aspek pendidikan, luas lahan, dan pendapatan berpengaruh terhadap tingkat keberdayaan petani, sedangkan aspek usia tidak berpengaruh terhadap tingkat keberdayaan petani.

Dry land is a kind of land that are often found in the Central Java province. One area that has a large area of dry land is Penakir Village Pulosari District Pemalang Regency. Unfortunately, the presence of dry land has not been utilized optimally by farmers. Efforts should be made to optimize the dry land with farming of bush pepper. This research aims to: 1) analyze the level of dryland farmers empowerment to farm pepper in the aspects of economic, aspects of social, and aspects of techic, 2) analyze the components forming of dry land farmers empowerment to farm the bush pepper, 3) analyze the effect of dryland farmers internal aspects with the empowerment level to farm the bush pepper. The research method used survey method with the determination of the farmer groups conducted by purposive are Loh Jinawi farmer groups and Trubus farmer groups. From the 2 farmer groups are obtained 44 respondents with the sampling method is simple random sampling. Data collection was performed by direct observation, questionnaires, and interviews. Data were analyzed using Likert Summated Ratings analysis, descriptive analysis, and multiple linear regression analysis. The results showed that: 1) the level of farmers empowerment to farm bush Peppers, there in medium category, 2) forming component of the farmers empowerment are the economic aspects empowerment there in the medium category, the empowerment of the social aspect there in the medium category, and empowerment of the technical aspects Three in the medium category, 3 ) Overall farmers internal aspects (age, education, land, and income) have an influence on the level of empowerment of farmers. Partially aspects of education, land, and income affect the level of empowerment of farmers, while the aspect of age did not affect the level of empowerment of farmers.
