Penelitian ini bertujuan untuk mendapatkan pemahaman dan gambaran partisipasi politik pemilih difabel dalam Pemilihan Kepala Daerah Gubernur dan Wakil Gubernur Jawa Barat tahun 2013 di Kabupaten Ciamis; serta mendapatkan penjelasan dan alasan difabel berpartisipasi dalam Pemilihan Kepala Daerah Gubernur dan Wakil Gubernur Jawa Barat tahun 2013 di Kabupaten Ciamis. Penelitian ini menggunakan metode penelitian kualitatif melalui pendekatan studi kasus dan penggunaan purposive sampling sebagai teknik pemilihan informan.
Hasil penelitian ini menunjukkan tingkat partisipasi politik pemilih difabel sangat tinggi khususnya organisasi Pertuni dan Gerkatin yang mencapai 100% karena mereka merasa dihargai oleh KPU Kabupaten Ciamis. Pertuni sendiri dilibatkan sebagai mitra KPU Kabupaten Ciamis sebagai relawan demokrasi yang bertugas melakukan sosialisasi kepada anggota organisasinya. Relawan demokrasi sendiri murni merupakan sebuah inisiatif bentukan dari KPU Kabupaten Ciamis. Meskipun relawan demokrasi ini masih berada pada tahap uji coba dalam Pemilukada tersebut, namun berhasil meningkatkan tingkat partisipasi politik difabel. KPU Kabupaten Ciamis juga sudah beberapa kali melakukan mobilisasi untuk calon pemilih difabel khususnya yang menjadi anggota Pertuni maupun Gerkatin untuk melakukan sosialisasi dan tanpa menyuruh maupun memaksa untuk memilih pasangan calon tertentu. Untuk afiliasi politiknya sendiri, kelompok Pertuni dan Gerkatin terbagi menjadi dua kubu, yaitu kubu pasangan calon Dede Yusuf Macan Effendi, ST. Dan Dr.Ir. H. Lex Laksamana Zainal Lan, Dipl.HE, dan kubu pasangan H. Ahmad Heryawan dan H. Deddy Mizwar.

This research aims to get an understanding and overview about the political participation of voters with disabilities in Governors and the Vice-Governor local elections of West Java in 2013 in Ciamis District; and also get an explanation and reason of the voters with disabilities to participate in Governors and the Vice-Governor local elections of West Java in 2013 in Ciamis District. This research used a qualitative method of research through a case study approach and the use of purposive sampling as an informant selection techniques.
The results of this study showed Political participation rate of voters with disabilities is very high, especially the organization of Pertuni and Gerkatin that reaches 100%, because they feel appreciated by the General Election Commission (KPU) of Ciamis. Pertuni itself was involved to be the partners of the General Election Commission of Ciamis as the democratic volunteers which is tasked to do a socialization for members of the organization. The democratic volunteers itself is purely an initiation formation from General Election Commission of Ciamis District. Although this democratic volunteers still at the the testing stage for the General Election, but they are succeded to raise the level of political participation of the disabilities voters. A number of socialization and Healthy Race Walking which was conducted by the General Election Commission of Ciamis District for the disabled are also useful to increase the level of their political participation. The General Election Commission of Ciamis District also had several times in mobilizing the voters with disabilities, especially the members of Pertuni nor Gerkatin to do the socialization without telling or forced to choose a particular candidate pair For their own political affiliation, both of Pertuni and Gerkatin are divided into two camps, that is the camp from the pair candidate of Dede Yusuf Macan Effendi, ST with Dr.Ir. H. Lex Laksamana Zainal Lan, Dipl.HE, and the camp the pair candidate of H. Ahmad Heryawan with H. Deddy Mizwar.
