Kinerja dan Kemandirian Keuangan Daerah merupakan konsep yang sangat penting  bagi Pemerintah Daerah dalam mengukur tingkat ketergantungan daerah terhadap pusat sebagai wujud otonomi daerah, sehingga penting bagi pemerintah daerah untuk menaruh perhatian yang lebih besar terhadap kinerja pengelolaan keuangan daerah. Tujuan penelitian ini adalah untuk mengetahui kinerja pengelolaan keuangan daerah dan tingkat kemandirian daerah Kota Tegal. Alat analisis yang digunakan dalam mengukur kinerja pengelolaan keuangan daerah Kota Tegal adalah rasio kemandirian keuangan daerah, rasio efektivitas, rasio aktivitas dan rasio pertumbuhan. Sedangkan untuk mengukur kemandirian keuangan daerah Kota Tegal menggunakan alat analisis Kapasitas Fiskal, Kebutuhan Fiskal, Derajat Desentralisasi Fiskal dan Rasio PAD. Dari hasil analisis dapat disimpulkan bahwa secara umum kinerja pengelolaan keuangan daerah  Kota Tegal terus membaik, hal itu terlihat dari rasio kemandirian, rasio efektivitas, rasio aktivitas dan rasio pertumbuhan yang menunjukkan trend positif. Demikian juga dari kemandirian keuangan daerah dilihat dari kapasitas fiskal, kebutuhan fiskal, derajat desentralisasi fiskal dan rasio PAD yang secara rata-rata masuk dalam kategori sedang.

Performance and Financial independence of the region is a very important concept for local governments in measuring the level of dependence on central area as a form of regional autonomy, so it is important for local authorities to pay greater attention to the regional financial management perfomance. The purpose of this research is to know the performance until financial management areas and the level of independence of the City of Tegal. Analysis tools are used in measuring the performance of the financial management of the City of Tegal is : the ratio of the financial independence of the region, the ratio of the effectiveness, ratio activity and ratio growth. As for the measure of financial independence of the City of Tegal using analysis fiscal capasity, the necessity of fiscal, fiscal decentralization and degrees of ratio PAD. From the results of analysis it can be concluded that in general financial management performance areas  City of Tegal getting better,it is visible from the ratio of the financial independence of the region, the ratio of the effectiveness, ratio activity and ratio growth that shows positive trend, likewise from measures of financial independence of the City of Tegal that fiscal capasity, the necessity of fiscal, fiscal decentralization and degrees of ratio PAD that averages fall into the category of being.
