Purwokerto adalah ibukota Kabupaten Banyumas yang merupakan salah satu kota besar yang sangat potensial untuk dikembangkan. Salah satu fasilitas publik yang baru dikembangkan di Purwokerto adalah Hotel Horison Ultima Purwokerto yang terletak di Jalan Dr. Angka. Tujuan penelitian ini adalah untuk menganalisis tingkat pelayanan jalan dan kecepatan pada ruas jalan di sekitar Hotel Horison Ultima, serta upaya manajemen lalu lintas pada ruas jalan yang bermasalah. Metode penelitian yang digunakan berdasarkan pada MKJI 1997.
Hasil penelitian diperoleh bahwa pada kondisi eksisting tingkat pelayanan jalan pada ruas jalan di sekitar Hotel Horison Ultima Purwokerto adalah pada level A dan B, namun ada satu ruas jalan yang memiliki tingkat pelayanan D, yaitu ruas Jalan Jenderal Soedirman Barat. Adapun setelah hotel beroperasi tidak ada perubahan tingkat pelayanan jalan, kecuali ruas Jalan Jenderal Soedirman yang berubah menjadi level E. Kecepatan arus bebas dalam kondisi eksisting dan setelah hotel beroperasi bernilai tetap, yaitu berkisar antara 38 – 50 km/jam, kecuali pada ruas Jalan Dr. Angka Timur, terjadi penurunan kecepatan arus bebas sebesar 7,23% saat kondisi hotel beroperasi penuh, dan pada kondisi hotel beroperasi moderat terjadi penurunan kecepatan arus bebas sebesar 2,41%. Upaya manajemen lalu lintas yang dapat diterapkan untuk menangani ruas jalan yang bermasalah, yaitu ruas Jalan Jenderal Soedirman dapat dilakukan adalah dengan larangan berdagang di sepanjang bahu jalan atau trotoar, larangan parkir sembarangan di sepanjang jalan/bahu jalan, serta pembatasan arah yang menuju Porka atau Karanglewas dari Stasiun Purwokerto dialihkan melalui Jalan Wirya Atmaja.

Purwokerto is the capital of Banyumas Regency which one of the major cities that are potential to be developed. One of the new public facilities are developed in Purwokerto is Horison Ultima Purwokerto Hotel where located at Dr. Angka Street. The aim of this research is to analyze the level of service and speed on roads around Horison Ultima Hotel in the existing condition and the condition after the hotel operates. The research method is used based on MKJI 1997.
The results showed that the level of service on roads around Horison Ultima Purwokerto Hotel is A and B, but there is a road that has service level D, it is Jenderal Soedirman West Street. After the hotel operates is no change on the level of service roads, except Jenderal Soedirman West Street are changed into E. Free-flow speed in existing condition and after the hotel operates has a fixed value, which ranges between 38-50 km/h, except on Dr. Angka East Street has free-flow speed decrease in amount of 7.23% when the hotel is fully operational condition, and the condition of the hotel operates in moderate has free-flow speed decrease in amount of 2.44%. Effort of traffic management that can be applied to deal with the problematic road , it’s on Jenderal Soedirman West Street can be done with trading ban along the shoulder of the road or sidewalk, the prohibition of indiscriminate parking along the street or road’s shoulders, and restriction of  direction towards Porka or Karanglewas from Purwokerto’s Station routed through Wirya Atmaja Street.
