Kebijakan RTRW Kota Cirebon merupakan bentuk dari sistem otonomi daerah, dimana setiap daerah memiliki kewenangan untuk mengatur, mengelola dan mengembangkan daerahnya sendiri.  Oleh karena itu Pemerintah Kota Cirebon membentuk Peraturan Daerah (Perda) Rencana Tata Ruang Wilayah (RTRW) melalui proses kebijakan publik, dimana RTRW merupakan tanggungjawab pemerintah daerah dalam mengoptimalkan pengelolaan tata ruang kota. Hal ini terlihat bahwa dalam proses formulasi Kebijakan Perda RTRW terdapat interaksi aktor, kepentingan aktor politik dan proses integrasi dari berbagai pembina aktor politik di tingkat lokal.
Tujuan penelitian ini adalah untuk mendapat mengetahui mengenai proses interaksi aktor politik baik resmi maupun non resmi dalam proses formulasi kebijakan RTRW Kota Cirebon.  Peneltian ini menggunakan metode kualitatif dengan pendekatan studi kasus dan teknik pemilihan informan menggunakan purposive sampling, teknik pengumpulan data dalam penelitian ini menggunakan teknik wawancara mendalam, studi dokumen, serta teknik analisis data menggunakan model analisis interaktif Miles dan Huberman. 
Hasil penelitian tersebut menjelaskan bahwa Kebijakan Perda RTRW Pemerintah Kota Cirebon adalah amanat UU No/26 Tahun 2007 tentang tata ruang.  Proses formulasi kebijakan perda ini melibatkan aktor resmi dan aktor non resmi di dalam perumusan kebijakan.  Aktor resmi diwakili oleh lembaga eksekutif dan legislatif, sedangkan aktor non resmi diwakili oleh LSM maupun akademisi.  Kedua aktor tersebut baik legislatif maupun eksekutif mengindentifikasikan bahwa proses formulasi berjalannya proses interaksi yaitu asosiatif dengan menekankan pada proses kerjasama antara eksekutif maupun legislatif.  Sedangkan, aktor non resmi yaitu akademisi bersifat asosiatif dengan menekankan pada kerjasama, selain itu LSM bersifat disosiatif yang menekankan pada pertentangan didalam proses formulasi kebijakan Perda RTRW Kota Cirebon.

Spatial Policy Cirebon is a form of regional autonomy system, where each region has the authority to organize, manage and develop their own region. Therefore, the City of Cirebon forming Regulation (Regulation) Spatial Plan (RTRW) through the process of public policy, where spatial planning is the responsibility of local authorities in order to optimize the management of urban spatial structure. It is seen that in the process of policy formulation Spatial regulation there is an interaction of actors, interests of political actors and the integration of various builder political actors at the local level.
The purpose of this research is to get to know about the process of interaction of political actors both official and non-official in the process of policy formulation Spatial Cirebon. This study uses a qualitative method with a case study approach and informant selection techniques using purposive sampling, data collection techniques in this study using the technique of in-depth interviews, the study documents, as well as data analysis techniques using interactive model Miles and Huberman.
The results of the study explained that the Spatial Regulation Policy Cirebon City Government is mandated by Law No. / 26 of 2007 on the layout. This regulation policy formulation process involving official actors and non-official actors in the policy formulation. Official actors represented by the executive and the legislature, while the non-official actors represented by NGOs and academics. Both actors are both legislative and executive identifies that goes formulation process is associative interaction process with emphasis on the process of cooperation between the executive and legislative branches. Meanwhile, non-official actors such as academics is associative with emphasis on co-operation, in addition to the NGO is dissociative which emphasizes the contradictions in the process of policy formulation Spatial Regulation Cirebon.
