STUDI KELAYAKAN IMPLEMENTASI SISTEM INFORMASI MANAJEMEN PUSKESMAS (SIMPUS) DI PUSKESMAS WILAYAH KERJA DINAS KESEHATAN KABUPATEN BANYUMAS

Latar Belakang: SIMPUS merupakan pilihan bagi daerah dalam mengembangkan sistem informasi yang lebih cepat dan akurat, dengan tujuan memberikan pelayanan prima kepada masyarakat agar dapat memperoleh pelayanan yang cepat, keakuratan tindakan yang diterima, mudahnya mendapat informasi dan kemudahan proses administrasi. Tujuan: mengetahui kelayakan implementasi SIMPUS di puskesmas wilayah kerja Dinas Kesehatan Kabupaten Banyumas. Metode penelitian: jenis penelitian yang digunakan deskriptif kuantitatif. Penentuan sampel dilakukan dengan total sampling. Teknik pengumpulan data dilakukan dengan pembagian angket di 32 pusksemas. Uji validitas menggunakan validitas konstruk dan uji realibilitas menggunakan uji Cronbach Alpha. Hasil penelitian: sebagian besar puskesmas sejumlah 14 puskesmas (43,75%) memiliki kecepatan akses internet 61-80%. Seluruh puskesmas belum memiliki analisis cost-benefit terkait pengembangan teknologi informasi. Sebagian besar puskesmas (53,12%) tidak memiliki SOP terkait penerapan SIMPUS. Sebanyak 30 puskesmas (93,75%) belum memiliki unit khusus yang menangani SIMPUS. Sebagian besar puskesmas (78,12%) belum memiliki mekanisme penjadwalan terkait pengembangan teknologi informasi. Simpulan: puskesmas yang telah layak secara teknis 28 puskesmas, layak secara ekonomi 32 puskesmas, layak secara hukum 18 puskesmas, layak secara operasional 23 puskesmas dan layak secara jadwal 22 puskesmas. Saran: puskesmas perlu membuat portal mengenai informasi kesehatan, memiliki dokumen perencanaan pengembangan SIMPUS, menyusun SOP penggunaan SIMPUS dan membentuk unit khusus yang menangani SIMPUS.

Background: Management Information System Of Community Health Center (SIMPUS) is a choice for regional in developing information system which is faster and more accurate. The purpose of information system development is providing excellent services to the public so public can get faster service, helping people to get information easily, and ease the administrative process. Objective: The purpose of this research is to know feasibility of SIMPUS implementation at public health center in the work area of Banyumas District Board of Health. Methods: the type of this research is quantitative descriptive. Total sampling is used to obtain sample. Data collection is done by giving questionnaire in 32 community health centers. The data validity is tested by construct validity and the reliability test uses Cronbach Alpha test. Results: most community health center (43,75%) has internet access speed in interval 61-80%. All community health center has no benefit-cost analysis which is associated with the development of information technology. Most community health center (53,12%) does not have SOP related to SIMPUS application. A special unit which manages SIMPUS in 30 community health centers (93,75%) has not yet existed. The majority of community health center (78,12%) does not yet have scheduling mechanism related to the development of information technology. Conclusion: community health centers have been technically feasible are 28 public health centers, 32 public health centers are economically feasible, 18 community health centers are legally feasible, 23 community health centers are operationally feasible and 22 community health centers are feasible based on schedule. Suggestions: community health centers should make portal which provides health information, have scheduling mechanism related to the development of SIMPUS, make SOP related to SIMPUS, and create a special unit which manages SIMPUS.
